［Crystal］System navigator & public view

Symptom：

NVR Crystal if using the navigator system option add another NVR Titan, can't see the public view​ and not appear.

Root Cause：

The System Navigator allows NuClient to login multiple Management Server at the same time. 
If you insert connection to multiple MS, Main Console, NVRmini series and NVRsolo series at the same time, it might cause the server confusing which view to displayed. 
That's why, there is no public view when you add another NVR.

Solution：

1. Create a new private view
2. disable system navigator and save public view as a private view, then enable system navigator again
